Tourist visas may be purchased at the airport for US$20 plus two passport photos. However you may find that the airlines have yet to update their information, so boarding the plane may be the bigger problem. At this time we recommend you organise your visa in advance.
Unless you arrange some sort of special tour or apply for permission in advance you will have to fly in and fly out.
We recommend to try and get your visa in advance and save yourself the bother of being turned away.
Tourist visas for Myanmar, with a 28 day validity, can be issued the same day when applied for from any Myanmar Embassy or Consulate worldwide.
The FEC currency exchange of $200 per person is no longer required.

The borders between India, China and Thailand are somewhat open. You will need to apply to a consulate for permission at least a month or two in advance (They need approval from Yangon) and give a full itinerary of what you plan to do. It is recommended that you keep the application and what you plan to do simple, and if you would like to make any changes then do them in Yangon. You can also apply for permission in Yangon which will take two or three weeks to process.
The crossing from India is the road east from Imphal to Tamu on the Myanmar side.
You will need to specify on your application the date you wish to cross and the time of day (Morning or Afternoon), your vehicle details, where in Myanmar you wish to visit and your date of exit.
The best contact for information is the Embassy in Delhi or the consulate in Kolkata.
The crossing from China is at Ruili and is best organised from the consulate in Kunming, although you may have to go through a travel agent. The fee you will end up paying to a travel agent is about the same as a one way ticket from Kunming to Yangon.
The main crossing from Thailand is at Tachilek (in the north of Thailand). You will need to fly from Tachilek to Taungyi as this part of the country is closed.
Visa requirements change regularly and differ from one consulate to the next so phone around.
